FMIC 的計時炸彈

四月廿七日,我在信報專欄談FMIC,即固網和流動網絡互連互通的問題,當時擔心的「計時炸彈」,不幸言中,已經發生了。至今已至少有兩家以前在「流動網絡付費」制度下要向固網付互連費的流動網絡商,帶頭向固網要求收取達每分鐘十五仙的互連費,首當其衝受影響的,是一眾對外電訊服務(ETS)商,因為他們的設施要放在固網商接入本地網絡,於是這些透過ETS服務致電流動網絡的通話,要被徵收這昂貴的互連費,ETS公司隨時只好結業,本港作為開放的國際電訊中心地位亦動搖。流動網絡商這樣先發制人,一方面因為其接收比撥出量多,希望籍此不平衡達最高利潤,另一方面可能亦為了逼電訊管理局出手,處理用量最高的固網的互連費未定的問題,故開天殺價,但若此舉殺錯良民(ETS商),則不利競爭及消費者權益,電訊管理局要果斷介入處理方可。明天,ETS商會登報廣告並與議員及電訊管理局會面,我周前已與ETS商接觸,現正密切關注發展。

我也想就互連費一事,發表一些見解:

1.這些對外電訊服務商以往一直躲藏於固網商背後,享受了由流動網絡商向固網商所給予的補貼,這種不公平和不合理的情況在互連費規管撤銷前,已存在了很多年。對外電訊服務商多年以來倚賴流動網絡商的補貼而生存,實在與寄生蟲無異。

2.現在補貼沒有了,對外電訊服務商應該想想有何辦法開源節流,方為經營之道,而不應貪戀本是不公平的補貼。

3.事實上,客戶收費取決於市場競爭情況,跟流動網絡商與固網商之間的互連費安排完全無任何關係。固網商如何向對外電訊服務商收取費用,流動網絡商完全沒有參與其中。

4.如IDD服務能隨便向市民加價,即是說該市場缺乏競爭。市場上現在有很多IDD服務選擇,市民可按需要作出精明選擇。

Thanks for your further explanation. I hope that I have a better picture now. Thanks a lot. My point is so simple that Sender (company) should pay the charges to the Receiver (company). Actually, the wall phone users should pay the extra money to the mobile/external network companies if they call the mobile phone users from my point of view. The wall phone users are now enjoying a lot of fringe benefits.

The issue remains how much is fair? Do the ETS operators really have a choice? Will I use an ETS service if I am told by my service provider that it is cheaper to call from other mobile networks than the one I am already using. Unless the additional cost is insignificant, it may better to just change my mobile supplier. On the other hand, the mobile operators offer IDD themselves, it may be better just use the IDD services from the mobile operators. I am sorry that it will many many ETS operators out of business. When many ETS operator leave the market, we are back to a few IDD providers only. Let's just hope the remaining IDD suppliers who are probably mobile suppliers themselve will not raise the price.
