對我動議的《捍衞資訊、新聞及網絡自由》議案的修正案回應
今天很多謝六位議員就我的議案提出修正，但只有十一位議員發言，數目不多，可能大家都趕住收工。我對各位議員提出的修正，特別毛孟靜議員和何秀蘭議員對於加入制定資訊自由法和檔案法、何秀蘭議員提出的舉報者保護法，范國威議員提出的六點包括確保二次創作特別使戲仿行為的刑事豁免權、免費電視發牌和香港電台編輯自主等，和劉慧卿議員的修正，我都支持。
但剛才都聽到很多議員對葛珮帆議員的修正案很有意見，首先，公道些說，她發言沒有直接提到審查互聯網，不過她的修正案，就如梁美芬議員和癆偉國議員的發言，把互聯網說得很負面，葛議員說「良莠不齊的資訊」、「心智未成熟的青少年」、「不良資訊對社會的損害」，年輕人「被關心」。
不過，我認為，別少看青少年。什麼好，什麼不好，邊個呃人，看得很清楚，他們也應有自己決定的權利。很多研究都說，年輕人的免疫力，比我們能想像的強。葛議員提到，「香港的青少年易上當」，有那個青少年同意，不同意，一定要記住她這樣說過。
盧偉國議員話，互聯網「無王管」，想管互聯網的人，經常用這個理由來管，盧議員批評網民登廣告反對他們，連反對他們都不許，你認為人家做法有問題，你可以告誹謗，但這樣批評別人不許說，就是滅聲！
今天政府就沒有說什麼，或者反而是好事，有時政府不要搞我們就最好。不過，有些事政府是要做的，例如檔案法、資訊自由法、於版權條例對二次創作中戲仿行為設立刑事豁免權等，這些希望政府聽到。
黃毓民議員有一句我好贊成：「有網絡就有欺凌！」你們不要借題發揮。李卓人議員因為碼頭工潮被人罵足幾十日，我都在選舉時被一些報紙罵足幾個星期。我想說，我希望捍衛的，是給與我意見不同的人罵我的權利。
最後，我想用英文讀出互聯網之父 Dr Vint Cerf 說的一段說話。Finally, I want to close with the words from the 'Father of the internet,' Dr Vint Cerf, in one of his recent articles, "Why we must fight for its freedom."
"A state-controlled system of regulation is not only unnecessary, it would almost invariably raise costs and prices and interfere with the rapid and organic growth of the internet we have seen since its commercial emergence in the 1990s.
"The net's future is far from assured and history offers much warning. Within a few decades of Gutenberg's creation, princes and priests moved to restrict the right to print books.
"History is rife with examples of governments taking actions to "protect" their citizens from harm by controlling access to information and inhibiting freedom of expression and other freedoms outlined in The Universal Declaration of Human Rights.
"We must make sure, collectively, that the internet avoids a similar fate."
